 Luzon Railway ring is a long term vision to open
up resources in the East Cost of Isabela, Cagayan and Quezon. It starts from Palanan
around Aparri to Ilocos, La-Union where it connects to the Philippine National Railway.
The ring will extend southward from Palanan to Quezon Province connecting to the PNR
station in Naga. This will create new towns and transmigration sites on the coastal area.
On the medium term, the coastal areas of Northern Luzon will be services by boat service.
Further evaluation of resources that will make the railway ring viable is underway.
