Isabela is located 350 kilometers north of Metro Manila. It is located in a valley between the Cordillera Mountain Ranges on the West and the Sierra Madre Mountain ranges on the east creating the Cagayan Valley Region. The valley has an area of about 80 kilometer wide by 250 kilometer long. The drainage is the Cagayan Valley River which cuts at the center of the Valley.

An open pit coal deposit was discovered here in 1975 by Geologist Levy Toquero. The deposit is lignite with 6,000 to 8,000 btu/lb grade. It is a low grade coal suited for in-situ mine-mouth power plant project. A 2 x 150 MW was planned in the area. The inland location, distance to electricity consumption market, and the low grade makes it a marginal power generation operation.

However, an integration of projects and the utilization of power on site makes it a valuable source of raw materials and power.

The Isabela Project relies on Palanan operation (located 40 kilometers east to the coast) for utilization of coal and clay raw materials.
