Chico River is the
main waterway in the Cordillera Mountain ranges where pine tree is a native flora. As
early as 1970, the Philippine government scheduled the construction of a series of
hydroelectric dam power plant project along the Chico River. The traditional tribal
government was not consulted about the project and the government met environmental
opposition from local residents. The Project was aborted and there are not immediate plans
to re-open it. Dialogues with the tribal government indicates support to the
transmigration project which will re-open the Chico Project for electricity and for
irrigation. In 1973, Levy Toquero (of Mahkita) negotiated a Peace Pact agreement with the
tribal government. This opens other mineral and geothermal resources of the Cordilleras
for commercialization.
